In April 2008, CCDC kicked off SPARK!, a community-wide residential energy efficiency program. The primary objectives of SPARK! were to:- Serve as a go-to resource on energy efficiency for Charlottesville citizens, government, organizations and businesses and specifically ensure that Charlottesville's low income population is reached
- Develop a model program with proven results that can be replicated in other Virginia municipalities
- Actively participate in the development of state legislation around energy efficiency
As part of Spark!, CCDC sponsored a year-long home energy performance pilot program providing audits and cost effective renovations for 25 low-income Charlottesville households. The purpose of the pilot program was to demonstrate the return on investment for specific energy efficiency measures and the potential for cost and energy savings at the household and community level. Through its workshop series, events and extensive community outreach, SPARK! helped elevate public awareness around energy efficiency, setting the stage for the creation of a Local Energy Alliance Program (LEAP) that will be launched by the City and County in early 2010.
