The Barracks Road, Rugby, Greenleaf, Kellytown area is a combination of many neighborhoods located in the north central portion of the city. This 386.44 acre area of the city is bordered by Barracks Road Commercial Corridor to the south and the 250 bypass to the north. This area was annexed into the city during the 1916, 1938 and 1963 annexations. The majority of the neighborhood is owner occupied single family dwellings.

Each neighborhood within this area has its own unique characteristics. The Barracks area, located off Barracks Road near Barracks Road Shopping Center, contains many upper income homes on large lots primarily constructed in the 1930's. The Greenleaf area, located adjacent to the park, is a post World War II community with small bungalow homes and small lots. The Rugby Avenue area serves as a transition from Downtown to the University, containing medium sized homes with a price range for moderate to upper income individuals. Finally, Kellytown was formed in 1997 and includes a Planned Unit Development (PUD) within its boarders. This means that part of the neighborhood was developed under unified standards instead of lot by lot. This development was organized in such a way that it is cohesive in design yet diverse in type of houses and residents

While most of the neighborhood is residential, there are other prominent features including Walker School and recreation areas. Walker Upper Elementary School, which was opened in 1965, is an important entity in the neighborhood. The school's campus includes the city school administration offices, a large auditorium, and a number of soccer fields and other recreational areas. There are also two parks in the neighborhood: Greenleaf Park and Meadowcreek Park. Meadowcreek Park or the "old fairgrounds" contains citizen garden plots which give individuals without large yards an area to grow their own produce. Greenleaf is a popular park for residents with small children because of the variety of play equipment and abundance of open space.
